critique of visions and principles statement

draft vision and principles statement was created based on the priority
issues identified by citizens in November. At the June 2000 summits, citizens
were asked to review the statement, make a general assessment of its appropriateness,
and then fill out a questionnaire presenting their reasons for rating
the statement "off base" or "on target." The table provides a summary
of those ratings. A summary of the commentary follows below.
