Despite decades of active planning, Niagara Falls, NY has yet to fulfill the great potential of its waterfront. Achieving Niagara Falls' Future reevaluates that legacy of planning as the basis for a current strategy for waterfront redevelopment. The strategy relies on the combination of enhanced public access to the river, falls, and gorge with environmental repair and development of the community's heritage resources. For local civic leaders, Achieving Niagara Falls' Future is a clear agenda for capital investment. For other observers it is a reminder that plans "gathering dust on the shelf" can have new life.
