There is a solid consensus today that developing downtown housing in Buffalo is crucial to the entire project of downtown redevelopment. This wasn't always the case. Graduate urban design studios at the University at Buffalo in 1991 and 1992, however, went a long way toward demonstrating that downtown housing was not only desirable, but also possible. The study recommends a development strategy emphasizing geographic focus, diversity of types and prices, manageable incremental steps, improvements in the urban environment, and development of organizational capacity to promote downtown housing.
